課程簡介：本課目的在探討制度與族群政治的關係。課程將從分離主義的起源及其因素談起，進而闡釋聯邦主義的理念與不同的制度框架，分析如何經由聯邦制的設計，各族群於享有自治的前提下，增進對國家的認同。但為何有些國家成功？有些國家卻失敗？本課特別選擇成功與失敗的案例，予以檢視和探討。
